Almost every Canadian province and territory operates its own nominee program, selecting candidates who meet local labour market and demographic needs. Quebec runs a separate system entirely.
Streams fall broadly into two types. Enhanced streams are aligned with Express Entry, a nomination adds a very large number of points to your ranking, which in practice makes an invitation close to certain. Base streams sit outside Express Entry and are processed on their own timelines.
Each province sets its own occupations in demand, its own thresholds, and its own connection requirements. Some require a job offer, some require prior study or work in the province, and some actively search the Express Entry pool for candidates they want.

If your ranking score is not competitive in general rounds, a nomination is usually the most realistic path to an invitation.
People with a provincial connection
Prior study, prior work, family in the province or a standing job offer can all open streams that are closed to others.
Workers in in-demand occupations
Provinces publish occupation lists that shift with local labour needs. Your occupation may be sought in one province and irrelevant in another.
Employers hiring locally
Some streams are employer-driven, which makes them relevant to businesses trying to retain a foreign worker permanently.

What provinces typically look at
- Occupation, and whether it appears on the province's current in-demand list
- A qualifying job offer from an employer in the province, where the stream requires one
- Existing connection: prior study, prior work, or close family in the province
- Language ability, education and work experience against the stream's own thresholds
- Genuine intention to live and work in the nominating province
- Settlement funds, where the stream requires them

- Inconsistency between the provincial application and the federal Express Entry profile

Which province should I apply to?
The one where you have the strongest genuine case and a real intention to settle. That is usually determined by your occupation, existing connections and job prospects, not by which province appears easiest.
Do I need a job offer for a PNP?
Some streams require one, many do not. It depends entirely on the stream. Several provinces actively search the Express Entry pool and invite candidates who have no job offer at all.
How much does a nomination add to my score?
An enhanced nomination adds a very substantial number of points, enough that an invitation in a subsequent round becomes close to certain. The exact figure is set by IRCC.
Can I apply to more than one province at once?
Rules vary by province and some expressly prohibit concurrent applications. More importantly, applying everywhere undermines the genuine-intention requirement. We would generally advise a focused approach.
Am I obliged to stay in the province?
You are expected to settle there and the nomination is granted on that basis. Mobility rights exist under the Charter, but applying without genuine intent is a misrepresentation risk and we will not assist with it.
