The Minister of Immigration, Refugees and Citizenship has the power to issue, refuse to issue, revoke, cancel, recover, and control the use of passports.

Refusal: When an appeal for passport services is denied, the applicant is refused a Canadian passport.  An immigration minister may deny a passport to any of the following:

Anyone who is not a Canadian citizen

Anyone who provides false or misleading information during the passport application process

Anyone who fails to provide the material requested, proper, and complete information

Anyone charged in Canada with the commission of an indictable offence, or an offence committed outside Canada, or facilitated the use of a passport by a person other than the holder of the passport.

Passport Cancellation: -

The Minister of Immigration, Refugees and Citizenship can cancel a passport for administrative purposes if:

Passport Revocation

The Minister of Immigration, Refugees and Citizenship may revoke a passport if:

  • The passport holder is no longer a Canadian citizen
  • The passport was obtained by providing false and misleading details.
  • The passport is used in the commission of an indictable offence either in Canada or a outside Canada or to help with it.
  • The passport was used with his or her permission by a person other than the passport holder.
